Technical Expert

A Technical Expert is an expert who, on the basis of criteria established by the MDIA, has the required knowledge and experience in a particular technological domain. From time to time, schemes will be issued consisting of roles that can be executed through Technical Experts.

Technical Expert – FAQs

These FAQs apply to any individual intending to be listed in the MDIA list of Technical Experts.

If there is any conflict or inconsistency between these FAQs and the Technical Expert Agreement, the main part of the Agreement shall take precedence.

The Technical Expert is an expert who, based on MDIA established criteria, has the required knowledge and experience in a particular technological domain. From time to time the Authority and other entities will be issuing schemes with roles that can be carried out through the use of Technical Experts. Such schemes may be found on the website of the Authority and possibly on the websites of other government entities. The task of the Technical Expert may include but is not limited to, carrying out technical evaluation and review. Upon request to MDIA via applications@mdia.gov.mt, the full Terms and Conditions of the Technical Expert can be provided.

A Technical Expert needs to have the qualifications and/or experience as listed in the applicable Terms & Conditions.

The Technical Expert must be of good conduct, fit and proper. Any skillset change is to be submitted to the Authority before engaging in any tasks related to newly acquired skills or experience.

Additional requirements may be applicable according to the particular schemes at hand.

Independence obligations may be applicable to certain roles identified by the Authority for Technical Experts. Such, and any other obligations, will be identified in the relevant laws, regulations, and guidelines, schemes, and it is the obligation of the Technical Experts to uphold.

Note that the following documents are normally to be submitted as part of the Application:

  • Proof of Identification
  • Proof of Address
  • Police Conduct
  • Certificates achieved to meet requisite qualifications and experience requirements (as identified in the T&Cs)
  • CV

 

Before being listed by the Authority, Technical Experts may be required to undertake an assessment, which can be done through means at the discretion of the Authority, aimed at verifying their knowledge of the subject matter they are applying as Technical Experts in, and of the Authority’s processes related to their role.

In addition, they may be required to attend an interview, which may be held through remote means at the discretion of the Authority. An applicant will be notified when the application process is fully completed.

Technical Experts will be required to sign an Agreement that the Authority sends to interested applicants, who register their interest via applications@mdia.gov.mt

Any Terms and Conditions arising from specific schemes in which the Technical Expert is actively engaged will also be applicable.

The engagement shall be for a term of two years and can be renewed bi-annually at the discretion of the Authority and this without prejudice for the Authority to request updated documentation where necessary.

  • For the sole purpose of the Sandbox v2.0, the role of the Technical Expert can be performed by either MDIA approved Systems Auditors, or MDIA listed Technical Experts.
